Abstract

To the extent that the market does not fulfil the specific mission that is entrusted to services of general economic interest (SGEI) liberalized, they are imposed public service obligations (PSO) and, in particular, universal service obligations (USO). In this work the redistributive role of universal service as an alternative or in combination with other public policies aimed at the regional and personal income redistribution is studied. For its part, the adaptation of the universal service to economic and social change should reflect the effect of the current economic crisis in some economies in the euro zone. For this purpose, decisions regarding this issue in the main sgei in the EU Are analysed.
