Abstract

This article analyzes how the immigration, settlement, and integration of Spain's non-Community foreign population is conceptualized and questioned in the institutionalized spaces of power. It specifically examines the construction of arguments of differentiation and threat, with special emphasis on the categorization of "the cultural other." Using the Spanish case, we analyze how immigration policy within the European framework utilizes a dominant and privileged discourse that organizes and classifies the meanings of migration, immigrants, and the issues they raise. We conclude by reflecting on the power these discourses and policies exert through these differentiation processes as they create, reproduce, and project a series of symbolic demarcations that largely impede the integration of the "foreign-others" and "us-the Spaniards."
