The use of Information technologies, communication and collaboration in higher education has increase and been frequently discussed worldwide. Lines of action had been drown to initiate or strengthen educational systems that include technologies to support the diversification of modalities of academic programs, including blended or distance learning as a intent of solution for quality, coverage, relevance and equity of education. However, upon entering a process of transition from the traditionally face-to-face system model to the virtual learning model, there are strategies, methodologies and tools required to carry out changes in processes and functions of the main actors of teaching and learning. With the above as background, the aim of this article is to provide tools to help higher education institutions to develop strategies when they seek to boost diversification initiatives to support b-learning or e-learning strategies. There is propose instructional design criteria for courses to be taught in blended and distance learning supported by technologies, and criteria to structure teaching skills development programs that relates to both the instructional model and the institutional strategy.
