Abstract

PLAZOLA, Eduardo. Neo-conservatism: model of the cultural policy of the State in the Guadalajara metropolitan area. Espiral (Guadalaj.) [online]. 2014, vol.21, n.60, pp.103-128. ISSN 1665-0565.

Through the structural analysis of content, and the description of the practices, the article explores the development plans and reports of Government during the period 20102012 of the municipalities that make up the metropolitan area of Guadalajara (ZMG). The purpose is to reveal the philosophy and practices which give form and meaning to the cultural policy of the State, which is an implicit and explicit cultural model that is analogous to neo-conservatism. Political culture and strategies to promote democracy and cultural diversity in a systematic way persist as devices of social exclusion of many citizens, including craftsmen, and non-citizens that are part of popular culture.

Keywords : neoconservatism; cultural policy of the State; political culture; democracy; cultural diversity.
