Abstract

The article analyzes the evolution electoral regulations in the state of Querétaro since 1994 until the reforms that were in legislative process in September 2011. The impact of the laws on political practices is analyzed as well as the actions by the political actors, including the citizens, who modify those same rules, in a coming and going between subjects and structures. It is shown how authoritarian aspiration transcends the party acronyms, by emerging not when this or that party is in power but rather when the institutional and public opinion counterweights are weak.
