Abstract

This work intends to show an important discussion presented in the sociology and in the Brazilian economic theory about the role of the State in Brazil. Portuguese heritage it is analyzed in the sociology as a patrimonial construction, which evokes commercial capitalism and blocks the democracy and the modern State. On the other hand, the State, for the economy, is responsible for propelling the development during the entire twentieth century, which would only change in the nineteen eighties when the State looses its strength and therefore the developing strategies are changed toward the market.
