Abstract

In this article the degree of compliance in south Lower California is analyzed empirically, from statistical data generally and from the design of an indicator in particular, the democratic principle one person-one vote, understanding that the institutions and mechanisms of the representative democracies are the main objects of analysis of the quality of a democracy. This exercise resides in the observation and contrast of the equality of the power of each vote to conform an effective representation, from the calculation of the equality in the vote weight.
