Abstract

This paper presents the results of a research, conducted in the municipality of Leon, Guanajuato, which aims to identify the profile of the average participant in the neighborhood committees of the municipalities; that is, determine the demographic profile to corroborate the hypothesis of a majority of women as members and leaders from these committees. One of the abilities of these figures of participation is to elect representatives to public policy advice, primarily to the integration of "Consejos de Desarrollo Municipal" which have a federal budget plan and authorize the annual municipal public works. In these councils, in which the members share the table with key city officials, the civic leadership of women descends abruptly in front of male leadership, as evidenced by the phenomenon known as "glass ceiling", the main obstacle to the empowerment and full exercise of citizenship for women. An explanation is the dissolution of the boundary between public and private space for women, where they enjoy political effectiveness to certain levels where leadership does correspond to the stereotypes and traditional male roles.
