Abstract

By analyzing the reconstruction of the city of Valparaiso, Chile, after the fire of April 2014, it is showed how the post-disaster reconstruction processes have become, within the framework of a neoliberal state like the Chilean one, an opportunity for the deployment of initiatives aimed at the government of populations that had remained refractory to the disciplining strategies promoted by government agencies until then. It is proposed that the set of actions and procedures involved constitute a device that seeks to convert informal inhabitants into identifiable subjects inserted in the formal networks of administration of the State and the market.
