Abstract

We study the planning of intergovernmental transferences to the 125 municipalities of Jalisco, Mexico. Particularly, we assess how the normative principles of equity and political nondiscrimination are met. The analyzed transferences include State, federal transferences of sections 28 and 33, as well as the sum of State and federal transferences. The results suggest that the nonpolitical discrimination principle is not fulfilled. They also suggest that the state transferences are allocated according to a regressive redistribution criterion, while the federal ones, according to a progressive criterion. The analysis relies on the municipalities' planning data for the 2005-2011 period.
