Contrary to the World Bank's argument, that economic restructuring and the insertion of emerging economies in the international market would foster job creation, the "new economic model" has not created the necessary jobs in Latin American economies, particularly in Argentina, Chile and Mexico. Following the above debate, this paper covers some aspects related to the history of minimum wage policies, the arguments posted by entrepreneurs and labor unions, as well as the trends in employment and open unemployment in the 90's.
