The purpose of this project is to explain the role of research in the Reform of Preschool Education in Mexico. The study attempts to show that although research exerted little influence, it was used in a selective manner that can be included in the political model proposed by Weiss. Assuming that diverse actors intervene in decision-making, the predominant elements in the debate and the finalization of the Reform were negotiations and groups such as the National Syndicate of Workers in Education. The article presents for discussion the role of research in the development of policies. The intent is not to promote the use of research, but to take research and available information on public problems to construct conditions-conditions that may not eliminate problems but at least will not make them unmanageable.
