Abstract

In this work two topics of great interest are analyzed: on the one side, social organizations, and on the other, local development; both have direct relation with the policy of development. These topics will be present along the development of the present text. In this XXI century, the policy of development will be very conditioned by international relations of poverty alleviation; it will have to increase international help in case of famines and catastrophes, produced by global warming, as well as the problem of migration, local wars, and the perfil of a global war. The idea is to stop development with destruction. The policy of development must yield solutions for poor and wealthy countries; this demands a special analysis of the megatrends: globalization and transnationalization and regionalization, three key scenarios of the contemporary world, which make us think of a way of planetary solutions, which favor the development of a capacity of the government at worldwide scale; this is to say, a global governance that acts in the conflictive conjunctures, in situations of local wars and in the face of global warming (management of a capacity of global government, an active governability and a project of world government).
