The recent appearance of civil service in Mexico, both in federal public administration and local public administration, has created myths about the real implementation and culture in contrast with what this institution must be. This essay has the objective to explain five myths about civil service based on facts and evidences. The article is divided into three sections: 1) What sort of people should be part of bureaucracy? 2) five civil service myths; 3) conclusions.
