Abstract

The discussion on the requirement of the opening of governmental information is currently part of a wider debate: transparency as a general principle in a democracy. In Mexico, the introduction of this agenda is nowadays very important. However, this debate is based, most of the time, upon a kind of hope, with poor theoretical and analytical support. Giving actual content to the social concept of "transparency" would seem to be critical in order to approach more important and practical agendas, such as its implementation in actual governmental organizations. This paper proposes four "transparency failures" as tools to study the specific incorporation of the transparency agenda in governmental organizations.
