Abstract

City Governments and the Agencies Promoting their Professionalization: Methodological Proposal of an Organizational Intervention Through a Case Study: ICMA Latin America. Gest. polít. pública [online]. 2014, vol.23, n.1, pp.79-120. ISSN 1405-1079.

A diagnostic intervention to a non governmental organization is presented. The ngo is dedicated to the promotion of local government's professionalization. This is the Latin American division of the International City / County Management Association. The intervention is done following a methodology from the strategic analysis and the required organization theory. The organization is analyzed in four dimensions: explicit intentionality, structure, power and strategies, and context. In each one of them some partial conclusions about the factors that enable or hinder the organization's performance are presented.
