Abstract

The purpose of the article is twofold, firstly it tries to explore some of the main approaches for studying the concept of regulation; and secondly, to carry out a comparative analysis of the regulatory agencies in telecommunications in Mexico and France. The argument that guides the text is that regulatory agencies are likely to take different forms, and their evolution and development depends largely of the institutional context under which they operate. The order is as follows: The first part reviews some concepts of regulation that include their relationship with public services in networks, the pragmatic view of the regulation, the legal perspective and the European perspective of regulation. The second describes the variables that will be useful to analyze the case studies; then we present the experiences of Mexico and France, and finally present some conclusions from the analysis of the cases.
