Abstract

Inter-municipal associations to provide services are presented as a choice to Mexican municipalities that lack of economic resources and capabilities. The paper discusses the probability of municipalities to associate among them, and which factors act as barriers or incentives. A microdata base is used and, by means of a probabilistic model, the tendency of municipalities to associate is determined. The results show that the municipality size is not relevant. However, the level of marginalization is important, as well as the existence of information and consultancy, the geographical location and the state legislative level on this matter.
