The progress of environmental policy evaluation in Mexico has been slow, because the novelty and rapid change of policy instruments, the complexity of environmental problems and the lack of standardized evaluation frameworks guiding the practice of those doing environmental policy evaluations. A three-stage methodological framework to evaluate environmental policy instruments is presented to assess the functionality of environmental policy instruments. This framework would evaluate and recalibrate environmental policy instruments before creating new ones to solve a recurrent environmental problem.
