Abstract

FLORES RENTERIA, Joel. Emanuel Joseph Sieyès: el gobierno representativo. Polít. cult. [online]. 2013, n.39, pp.53-72. ISSN 0188-7742.

Sieyès said that representative government is a mixture of oligarchic and democratic institutions. The representation system extends itself to society as a whole because it emanates from the division and specialization of professions, making the politics as another career. Representative government is not opposed to democracy or deny, as this is its foundation. Popular sovereignty and legal equality constitute its essence. Freedom appears fused to the property and the market, resulting in having strong oligarchic tendencies. In representative government the people exercise their sovereignty through the power of supervision and control that has the public over their representatives.

Keywords : popular sovereignty; monitoring power and control; representative government; democracy.
