From a citizen perspective, municipalities in present-day Mexico have proven to be structurally limited, with few resources and attributions, and influenced by a political culture that recycles traditional forms of exercising power. In order to promote changes in the municipalities, several civil organizations have proposed a Municipal Reformation that promotes local development and democratization.
