This paper analyzes the role of the state in devising, activating, and managing the interpretative frameworks applicable to the “Paraguayan immigrants” who live in Argentina, as a product generated, executed, administered, etc., by the legal and labor spheres, which are essential in understanding the positions adopted by specific agents in the social arena and their consequent responses. These positions arise from within power relationships in which the agent par excellence is the state, which responds, throughout history and in a range of circumstances, to the needs of capital in its relations with labor.
