Abstract

This paper compares the role of environmental civil society in two regional organizations, the European Union and NAFTA. It uses the Transnational Advocacy Network approach to assess how non-governmental organizations make use of opportunities to influence policy, and the effects of civil society engagement. Despite wide differences between the two organizations, there are important commonalities: both provide resources and important access points for NGOs, both have limits and frustrations, and both encourage coalition-building among NGOs.
