Abstract

The article analyzes the contents of three genesis documents that formalizes the agricultural appropriation of groundwater by the Users Association of Irrigation District 051 located in the Costa de Hermosillo, Sonora, Mexico. It uses the analytical framework of comparison provided by the Institutional Design Principles of Ostrom (1992, 2000) as tool to systematically validate the effectiveness of management rules in long-term and identify the local processes of coordination and cooperation among the users and farmers of ID 051. The findings indicate the three documents contains institutional failures that demonstrate the failed management of common pool resources in the district, putting at risk the future benefits of farming provided by the over-exploitation of the Costa de Hermosillo aquifer.
