Abstract

MENAZZI, Luján. Reconfigurations of public policies in Buenos Aires in the 1980s. Rev. Mex. Sociol [online]. 2014, vol.76, n.2, pp.199-223. ISSN 2594-0651.

This article addresses the 1980s as a period of transition and redefinition on the basis of an analysis of the course of a public policy with urban effects: the attempt to relocate the Mercado Nacional de Hacienda outside the city of Buenos Aires. On the basis of this case, three questions are explored: the coexistence of various intervention perspectives in the state apparatus; the presence of actors with veto power over government decisions and political reformulations on the basis of changes in the role of the state in general and urban issues in particular.

Keywords : public policies; Buenos Aires; urban processes; state capacity; public and private actors.
