A Corporate Social Responsibility (CSR) is an increasingly popular ideal, but in the heat of the debates for and against this ideal, or parts of it, it is easy to lose sight of the need to highlight the realities underlying the three main levels of action and decision-making: The state, firms and civil society. This article proposes a model for the understanding (i.e. by classifying and ordering) of the social forces at work. The aim is to separate and distinguish what we say from what we do and to pave the way for future quantitative studies.
