Abstract

This study examines the alert and services display given to the victims of the 1999 floods in Veracruz, Mexico. It approaches the vulnerability paradigm, the 1999flood, as well as the methods applied in the analysis. The information comes from a survey applied to 385 family heads affected by the floods, who dwelled in three cities in the north of Veracruz: Poza Rica, Gutierrez Zamora, and Tecolutla. The most important alert and aid sources -such as evacuation, vertical evacuation and shelters- were broadcastings as well as personal contacts with friends, neighbours and relatives. Veracruz' officials should concentrate upon vertical evacuation, as upon providing better services and broadcastings rather than upon providing aid to the victims.
