Abstract

Among other things, the 1996 electoral reform affected the origin of the composition of the legislative body: it altered the uninominal districts and re-arranged the plurinominal districts. It also modified the territorial description of senators, reducing the number from four to three per state and adding a list of 32 senators elected in a single, rational plurinominal district. This article estimates the levels of over-representation in the districts for each chamber, putting forward arguments in a comparative perspective in favor of territorial representation and the plurinominal list.
