Abstract

ANSOLABEHERE, Karina. Provinces, Institutions and Uncertainty: The Course of the Decentralization of Social Policies in Argentina. Rev. Mex. Sociol [online]. 2003, vol.65, n.3, pp.629-662. ISSN 2594-0651.

From an institutional and comparative perspective, this article analyzes the provincial systems created by the decentralization of the main programs targeting the poor population in Argentina in the 1990s. It attempts to explain the resulting institutional arrangement by considering the political and economic differences in the provinces and shows that the characteristics of the process increase the degree of uncertainty regarding national results and transaction costs between local actors.

Keywords : social policies; poverty; decentralization; provinces; institutional reforms.
