The aim of this study is to discuss paradiplomacy as a subject of border cooperation in order to deal with issues and to anticipate shared opportunities between local actors on both sides of the border. The research subject is the MS Without Borders Project (2010-2014) that mobilized public and private actors on the border between Ponta Porã (Brazil) and Pedro Juan Caballero (Paraguay) and between Corumba/Ladario (Brazil) and Puerto Quijarro/Puerto Suarez (Bolivia). This study is based on documentary sources with the support of field research interviews. The study discusses the performance and unfolding of a project with paradiplomatic intentions to develop border territory and, above all, the characteristics of paradiplomacy carried out in each of the border regions.
