Abstract

The Mexican state's way of securing people's right to own a home in irregular settlements is to regularize land ownership. However, a study of such a settlement in the Monterrey metropolitan area found that the most ef fective way for citizens to obtain regularization was through political clientelism with authorities. The study concludes that the right to housing should take into account political matters, because its fulfillment remains conditioned on the practices of the Mexican political system, which still has strong populist tendencies.
