Parting from a case study of an important global Asian company, located in Tijuana leader in the electronic VCR sector, it is demonstrated that its international competition strategy, tends to develop an industrial provider culture of regional importance. Although, since the cost simulation of an annual production lot in direct asses condition, in front of a preferential asses, it is shown how the possibilities of an industrial policy of regional style are inhibited by the weight of a strong management company before federal authority, resulting from a high industrial concentration of global companies that operate locally through the net of their Asian suppliers and the capacity concentration of decision making far away from local interests and local reality.
