It also examines the historical background to the pro-State movement in the region throughout the second half of the nineteenth century and the first few decades of twentieth century. The article concludes that, while the federal government's initiatives were important for the realization of this goal, those of the regional administration also played a notable role in the sense, as well as the will of the region's own inhabitants to govern themselves.
