Abstract

The problems related to wastewater discharges from tanning industry of León, Guanajuato have multidimensional implications on the subbasin of Turbio River, threatening seriously the issue of health and sustainability. The agreements generated by the authorities of water management have been insufficient to create a scenario of water governance in the region. On the contrary, predominates a constant social conflict that prevents sanitation, so threatening vulnerability of the subasin, making necessary agreements that emerged from social participation to create an institutional framework for cooperation to meet the target of sustainability in the basin of Turbio river.
