Abstract

In order to ensure the protection of environmental services in a given territory, a legal framework and a territorial management system need to be in place in order to guide the actions of various actors according to specific related objectives, first, to conservation of natural resources and, secondly, to maintenance and increase of environmental services. This paper presents a proposal for the development of a legal framework that enables the effective conservation of natural resources and environmental services that are essential in any country to ensure a sustainable development. Also it proposes a model for land use management that guarantees an effective conservation of environmental services, including soil carbon as a condition to particularly enable the development of carbon markets in Mexico.
