Abstract

This article deals with the institutional design and public participation in Mexico City’s participatory budget from 2011 to 2018. The authors compare the pertinent legislation from 2010 and 2019, as well as voting levels in the city since 2011. Voter participation in these public consultations has been very low due to the fact that both designs strengthened the faculties of the political-administrative bodies in each city district in the examination, execution, and supervisory phases of the selected projects; this discourages the empowerment of the citizenry.
