Abstract

Governments' institutional, fiscal, administrative and political failures have sparked questions about their capacity and effectiveness in leading. This article lays out the essential, debatable points of three recent ways in which this question has been approached worldwide and that have changed the understanding, arrangement, and leadership practices of government: "new public management," centered on the analysis and solution of problems of inefficient public administration; "new public governance," which points out and seeks to resolve governmental insufficiency; and "trans-territorial reordering," focused on governmental leadership limitations stemming from their make-up and territorial demarcation. It also proposes answers to all this issues.
