Abstract

HEVIA DE LA JARA, Felipe. De Progresa a Oportunidades: efectos y límites de la corriente cívica en el gobierno de Vicente Fox. Sociológica (Méx.) [online]. 2009, vol.24, n.70, pp.43-81. ISSN 2007-8358.

The transformation of Progresa to Oportunidades in 2002 was not only a name change in the most important Mexican conditional cash transfers program. Through an "institutional ethnography" can be distinguished four differences between these programs: new objectives, components and administrative structure; broadening to urban areas; wider incorporation by "densification", and new forms of relationship between beneficiaries and the program. These changes are the result of the outbreak of a "civic current", whose policy originally from civil society organizations carried a pro-democratic political project and was in charge of the program since 2001. This current attempt to perform a series of reforms, which were positive but of limited effect.
