This paper makes an initial characterization of the field of international cooperation and official development assistance (ODA) received by Costa Rica in the field of science, technology and innovation (STI), under a longitudinal view. In the first instance, a database is built from official records on the management of financing funds to identify the value of the declarative (explicit) dimension of cooperation projects, in a second moment trends in the promotion, execution and profile of attracting STI projects in the country, through the reconstruction of a network of international-strategic actors involved in cooperation flows under the North-South modality, for the period 2010-2022. The results of the study allow us to conclude that there are four entities with a special role in cooperation flows to Costa Rica: two Asian national cooperation agencies (Japan and Korea), a regional financial institution (IDB) and an international organization (IAEA). During the last decade, these actors have supported projects that predominantly have to do with the fields of institutional management of the National Innovation System (SNI) and the ict field, as well as the promotion of the ICT area.
