Abstract

SCHLEMMER, Bernard. Migraciones científicas y políticas de cooperación: ¿Qué implicaciones tienen para África?. Rev. educ. sup [online]. 2008, vol.37, n.148, pp.101-110. ISSN 0185-2760.

The subject about the scientific migrations appeared as a social and eminently political matter: "brain drain", "brains exodus", and even "brains theft", since then the problem has raised and had clear polemic dyes. It arose when one started noticing the importance, for development and growth, of a double phenomenon: the fact that a relatively important percentage of the personnel highly qualified*** of the richest countries was coming from less developed countries and, reciprocally, that a part of the students and graduates of higher education of the developing countries were leaving their native land to increase this proportion.
