Abstract

A comparative analysis is used in order to assess the impact of public policies on higher education in Mexico during the past fifteen years, since according to some authors dissimilar governments have introduced the same policies with significantly different results in terms of the achievement of originally planned objectives. Why is it that a successfull poiliciy in one country cannot be copied and the same results expected in another? Which factors affect the destiny of a policy? In order to understand the impact of policies better, it is of relevance to see how the system administration or coordination is configured. With this, stress is made on the relevance of the rules of the game which define the daily operation of institutions in order to understand why is it that policies do not obtain foreseen results time and again.
