Abstract

FRIEDEMANN, Sergio. Juventudes y políticas públicas universitarias. El caso de la “Universidad Nacional y Popular de Buenos Aires”, 1973-1974. Perfiles educativos [online]. 2019, vol.41, n.163, pp.47-67. ISSN 0185-2698.

This paper analyzes the participation of youth in definition of public university policy applied between May 1973 and September 1974 at the Universidad de Buenos Aires in Argentina. These policies were part of a university reform project propelled by the Peronist left, after Peronism returned to the national government following an 18-year expulsion. Through a qualitative strategy, and primarily through interviews, institutional documents and print media, the article reveals the various mechanisms through which youth participated in the process of institutionalization of an inconclusive reform. The conclusions find that groups of youth who backed that reform played a substantial decision-making role in the planning, execution and even veto of university policy, and that one of the most prominent forms of participation was a lower degree of institutionalization.
