Abstract

MENDOZA ROJAS, Javier. Funding of higher education in the first half of the Enrique Peña Nieto administration: the end of the expansion period?. Perfiles educativos [online]. 2017, vol.39, n.156, pp.119-140. ISSN 0185-2698.

This paper analyzes the behavior of federal expenditure on higher education in the first half of the Enrique Peña Nieto administration in the context of the funding policies established by the state since the 1990s, taking the Education Program 2013-2018 as a frame of reference. The negotiations to approve the budget are examined, together with the evolution of expenditure on budgetary functions and sub-functions, on the total expenditure of public higher education institutions, on the regular subsidy to public universities and on extraordinary funds. The paper reveals the decline in the growth rate of the expenditure over the period, as well as the impact of the cuts to different budgetary programs in the context of the fall in international oil prices and the repercussions for public finances.

Keywords : educational expenditure; financing of education; university financing; public higher education; government policy; university policy.
