Abstract

In the Rioverde party, belonging to the province of San Luis Potosí, the process of establishing town halls from the Cadiz period to the establishment of the first federalism was marked by two factors. The first was the organization of towns on the basis of missions, where the parish priests had set themselves up as the central authorities of the peoples, intervening in economic activities and enjoying considerable social and political power. The second was the presence of haciendas and ranches as the party's main pattern of settlement. During this period, nearly all the towns in the party managed to set up a town hall, although this was accompanied by a process of secularization that affected the parish priests' influence over the towns.
