Abstract

In this paper we use statistical test of means differences in order to assess changes in the revenue structure of the Mexican municipalities for the period 1975-1995. We further propose and estimate a linear regression model to explain the variations in the local government's dependence on revenue sharing transfers from the federal govemment. We found evidence that both, the fiscal coordination system and the reform of the Article 115 of the Mexican Constitution, have caused the local governments to depend on a greater degree in the federal transfers on revenue sharing.
