Abstract

In every English speaking country if the North, and a substantial number of the nations, earnings and income inequality have both risen sharply en recent years. This is associated in many countries with the processes of structural adjustment, chosen or imposed. Deregulating markets, reducing internal and external deficits, and reducing taxation and government expanditure are among the overall principles underlYing the detailed policy agendas. The veredict on these directions is dependent on the writer's philosophies, the criteria adopted, and the weightings of various economic and social indicators. Those dismayed about social exclusion, increasing inequality, and victim blaming have tended to concentrate heavily on the tax/transfer/social policy areas, the work/welfare interface, and countering social exclusion in their advocacy of relief to those most adversely affected.
