Abstract

This paper examines native women's exercise of citizenship rights, in particular that of political participation, within the Custom and Practice system. Two variables are discussed: 1) women's posts in the community power apparatus; 2) women's participation in assemblies. Analysis is based on 19 municipalities of Oaxaca. Data was obtained from two main sources: 1) a municipal catalog describing electoral procedures; 2) a series of interviews with women who ruled such municipalities (18) or aspired to do so (one). Four forms of gender discrimination in electoral procedures are identified. Women's participation in assemblies is increasing but still embryonic, since it is subordinated to women's marital status, the interests of groups in power and the cultural association between men and political power. The paper concludes that the presence of 19 women in the municipal presidency has facilitated the transition towards a system which is more open to women's participation.
