Abstract

CORTEZ SALINAS, Josafat  and  SALAZAR REBOLLEDO, Grisel. The build of independence and power of the Supreme Court of Justice in Mexico. Explaining the 1994 Judicial Reform. Estud. polít. (Méx.) [online]. 2019, n.46, pp.213-233.  Epub May 27, 2020. ISSN 0185-1616.  https://doi.org/10.22201/fcpys.24484903e.2019.46.68294.

This paper deals with the classic inquiry about the factors behind the existence of independent and powerful courts. Unlike previous works on Mexican judicial reform that have underlined electoral uncertainty, the composition of the reform coalition or the search of the legitimacy, this work emphasizes the relevance of actor’s resources as the main explicative variable. To test this argument, we traced the negotiation process as it was documented on the Parliamentary Debates Records.

Keywords : Mexico; Supreme Court of Justice; judicial power; executive power; constitutional reform.
