This paper deals with the classic inquiry about the factors behind the existence of independent and powerful courts. Unlike previous works on Mexican judicial reform that have underlined electoral uncertainty, the composition of the reform coalition or the search of the legitimacy, this work emphasizes the relevance of actor’s resources as the main explicative variable. To test this argument, we traced the negotiation process as it was documented on the Parliamentary Debates Records.
