Abstract

Thoughts and studies on debureaucratization, post-bureaucracy or democratization of bureaucracy seem to reinforce the idea that civic participation increases legitimacy or diminishes errors or vices. What happens in reality? This article addresses the relationship between public organizations and citizensized entities based on empirical evidence from a particular case; identifies a context of tension with respect to the characteristics of birth and, from its study, proposes lines of action for an eventual (re)design.
