Abstract

The objective of this paper is to explain the institutional change of the legislative dynamic and identify the conditions and factors that shape the political agreements. Contrary to other kind of studies that have explained the political consensus just observing the final reforms or emphasizing on the importance of negotiation skills, our goal is to analyze the meaning of political negotiation and the influence of institutional dynamic into the actor's efforts to reconcile interests and priorities in the context of the Pacto por México.
